Private Financing of Long-Term Care in South-East Europe: Personal Care Contracts



Long-term care (LTC) in Southeast Europe relies heavily on informal help from family members, while the government plays only a minor role. Formal LTC is underdeveloped, underfunded, and inaccessible. Furthermore, there are large regional differences within countries in the availability of care. The labour shortage is becoming one of the most important problems in care provision, especially since the observed countries are characterized by a “care drain” – emigration of nurses and personal carers to Western Europe. At the same time, the pool of potential informal carers is also emptying due to geographic mobility, smaller family size and larger participation of women in the labour market. The goal of this paper is to analyse personal care contracts in which assets are exchanged for care. Due to the many shortcomings of these contracts, it is questionable whether they can be a viable option for private LTC financing.

About the Speakers

Dr Irena Klemenčić

Irena Klemenčić graduated from the Faculty of Law, University of Zagreb in 2007. In 2020, she finished at the same Faculty postgraduate doctoral programme and defended the thesis titled “International Exchange of Information in Tax Matters in the Context of Taxpayers’ Protection”. From 2008 to 2019, she worked as the head of legal department at the Institute of Public Finance. She was also a management board member at the Institute of Public Finance and the Hanžeković Foundation. Since 2019 she has been working at the Faculty of Law in Zagreb, at the Department for Financial Law and Financial Science. She is the vice president of the International Fiscal Association Croatia. In teaching and research, she mostly focuses on issues of international and European tax law.

Dr Marijana Bađun 

Marijana Bađun is a senior research associate at the Institute of Public Finance in Zagreb, Croatia. She obtained a master’s degree in economics from the University of Zagreb and a doctorate in economics from the University of Ljubljana. She was awarded the OSI/FCO Chevening Scholarship for PhD research at the University of Oxford. Her fields of interest are economics of ageing, public sector economics, and institutional economics.
