From New York to Geneva: Advancing a New International Human Rights Convention for Older Persons



In this presentation Prof Doron will describe the evolution of United Nations’ human rights framework with regards to older persons —beginning with the early and fragmented recognition of older persons’ rights in development and social policy frameworks; continuing through the establishment and subsequent stagnation of the Open-Ended Working Group on Ageing (OEWG) in New York (2010–2024); and culminating in the Human Rights Council’s historic 2025 decision in Geneva to launch a drafting process for a new international convention.

About the Speaker 

Professor Issi Doron, LL.B. (Hebrew University, Jerusalem); LL.M. (American University, Washington D.C.); Ph.D. (Osgoode Hall Law School, Toronto), Visiting Fellow at Exeter College, University of Oxford

Professor Doron is a full professor of gerontology, the Past Dean of the Faculty of Social Welfare and Health Sciences at the University of Haifa, and the Past President of the Israeli Gerontological Society. He specializes in the fields of law and ageing, social policy, human rights and ageism.

Professor Doron has written extensively on topics such as socio-legal construction of old age, human rights of older persons, and is the editor/co-editor of key books in the field. Finally, Professor Doron is a social activist, and the founder of “Law in the Service of the Elderly” association.
