Youngah Kim is an Academic Visitor at the Oxford Institute of Population Ageing from 14th January 2025 to 27th December 2025.

She is a policy manager at the Korean Ministry of Health and Welfare. She has worked in several divisions, including Self-Sufficiency Policy, Community Welfare (also served in a task force team supporting single-person households), Child Welfare Policy, and Healthcare Institutions policy since 2009. Her research interests are developing personalized welfare policies for single person household across life cycle in South Korea. She earned a BA in Liberal Arts from Korea University and a MA in Public Administration from Seoul National University in South Korea.
