Minlu Zhou is a Visiting Student at the Oxford Institute of Population Ageing from September 2025 to March 2026.

Minlu is currently a PhD student at the School of Labor Economics at Capital University of Economics and Business. Her research mainly focuses on social security, assistance for low-income populations, and the well-being of the older adults in rural areas in the context of the transition of relative poverty governance.

During her time at the University of Oxford, Minlu will commit to constructing a multi-dimensional welfare framework for older adults, and gain in-depth insights into the role of unconditional cash transfers in improving the welfare of low-income older adults, thereby providing forward-looking reflections for the process of deep population aging and regular relative poverty governance in China.
